EAST CENTRAL RAILWAY
The materials management function of East Central Railway is vested with the 'Stores' department headed by the Principal Chief Materials Manager, who is the principal head of the department directly reporting to the General Manager. PCMM is assisted by SAG level officers designated as Chief Materials Managers.
The Stores Department is performing the function of Materials Management to achieve the objective of procuring goods of right quality in right quantity at right time from the right vendors at the right price. In addition, Stores Department is also handling various other activities pertaining to supply chain management and disposal of scrap which are as follows:
Warehousing of Materials.
Distribution of Materials to consignees.
Inventory Management.
Arrangement for Printing of Tickets, Money Value Books and Forms etc.
Disposal of Scrap.
The Stores Department of East Central Railway procures around 5000+ stock items and around 6000+ non-stock items in every financial year. There are 16 depots under East Central Railway for stocking and distribution of stock items required for day-to-day maintenance of Electric and Diesel locomotives, Coaches and Wagons, Electric and Diesel multiple units (DEMU/MEMU) in addition to passenger amenity items.
East Central Railway Stores Department has switched over to Electronic Procurement System for procurement of materials wherein vendors can submit their offer against Electronic Tender from remote places using digital signature in secured manner as provided in Government of India IT Act 2000. The E-Procurement website can be accessed at www.ireps.gov.in and gem.gov.in. Advertised tender notices are published in the newspapers which can be accessed by interested parties. The details of all accepted tenders are also available on the IREPS website www.ireps.gov.in.
Scrap disposal is another major activity of the Stores Department wherein scrap generated over the East Central Railway is sold through E-Auctions by all divisions. Auction Notices and Auction catalogues are published on Indian Railways websites www.ireps.gov.in and ecr.indianrailways.gov.in.
