1.0 Introduction: Organisation structure of Stores Department at zonal level consists of three major categories – Headquarter Unit - Situated at Dighi Kala, Hajipur, Bihar-844101. Headquarter Office is responsible for overall control and specifically deals with Purchase and Sales functions along with Inventory Control and General Administration. The Principal Chief Materials Manager (PCMM), who is assisted by a team of 04 CMMs, 05 Dy. CMMs, 03 SMMs, 02 AMMs, is discharging the materials management functions at HQ.
Divisions - East Central Railway has five divisions – DHN, DNR, DDU, SPJ and SEE. Sr. Divisional Materials Managers head the divisional stores units and assists DRM on stores matters. Sr. Divisional Materials Managers attend to procurement of non-stock items, stock items during emergencies and also monitor scrap mobilisation in the divisions. They work as an interface between the Divisional set up and rest of the Units of Stores Department. The scrap sales are also looked after at the divisional level.
Depots - There are Sixteen (16) different functional depots across East Central Railway where materials are received, stored and issued. Out of these, five depots are in DDU, four in DHN, two in DNR, SEE & SPJ Division and a Carriage Repair Workshop Harnaut depot are functional. Depending on the amount of transactions and volume of materials being handled, these depots are headed by Dy. CMM, SMM or AMM.
The organisation at all the three levels is supported by a large number of dedicated supervisory staff. The Non-ministerial cadre (CDMS/DMS) is the backbone of field work while the ministerial cadre (Ch OS/OS) is the backbone of office work. 1.1 Organisation Structure:
